Excerpt: In summary, the Internal Revenue Service (IRS) initiated its ADR Program for EEO informal complaints in 2001, in response to Equal Employment Opportunity Commission guidance. IRS EEO counselors provide employees who have informal complaints with information on the EEO process, including both the traditional informal complaint process and the ADR alternative. The Department of the Treasury recently emphasized the importance of ADR by setting a goal for Departmental Bureaus to use ADR techniques for at least 25 percent of EEO complaints and grievances by the end of Fiscal Year (FY) 2003 and by setting a related goal for a decrease in the number of formal complaints.
