Excerpt: Program purpose is to implement the requirements of Title IV of the Clean Air Act (CAA). The purposes of the title, as stated by Congress, are “to reduce the adverse effects of acid deposition through reductions in annual emissions of sulfur dioxide of ten million tons from 1980 emission levels and, in combination of other provisions of this Act, of nitrogen oxides emissions of approximately two million tons from 1980 emission levels” and “to encourage energy conservation, use of renewable and clean alternative technologies, and pollution prevention as long-range strategies.” Sections 401(a) and (b), Findings and Purposes of Title IV of the CAA.
